The issues
Turkey
In 1995, an EU - Turkey Customs Union Agreement was signed, in which Turkey undertook to implement Internal Market trading conditions so as to remove technical barriers to trade. However, implementation has been poor and numerous market access difficulties remain.
Summary of the issues
The two current key areas of concern are the dual import permit requirement and the excise discrimination in which rates of tax on whisky and rum are double those on the main national spirit, raki.
| CEPS has sought to maintain a dialogue with the Turkish Government in recent years and members currently trading in Turkey are also undertaking local lobbying activities to try to address these issues. However, with market access still restricted, CEPS feels that if movement is not achieved within a short timeframe then it will, as with India, need to file a complaint against Turkey under the Trade Barrier Regulation.
